 "symptom": "This note reported that PLL responsiveness and hardware JPEG both worked on one OV3660 board and both failed on another claiming the same part, and treated that correlation as evidence of different silicon behind one PID. BOTH HALVES ARE NOW KNOWN FALSE. A side-by-side run on 2026-08-28 with the genuine OV3660 as a control acquitted the accused part on every axis. The PLL multiplier the earlier work used, 0x3036, is the OV5640's register and is INERT ON THE GENUINE OV3660 TOO (flatness 1.1e-6 over a 4x sweep); at the OV3660's actual multiplier register 0x303B both parts respond at 2.500 MHz per count across eight points, separation zero. The XCLK window does not exist: 8 of 8 values from 4 to 24 MHz pass on both boards with periods matching to 21 ppm, and the apparent 6/12/24 MHz anomalies are the ESP32-S3 LEDC divider delivering 6.15/12.31/26.67 MHz rather than the sensor. The hardware-JPEG failure was a stuck sensor state, not missing silicon: 10 consecutive failures, then a POWER CYCLE, then 35+ consecutive successes including a verbatim re-run of the failing script, and five deliberate attempts could not re-trigger it. PWDN and RESET are wired to -1 on both boards, so the sensor never resets when the ESP32 does and a stuck state survives every reboot.",
